Survivor Benefits Reforms & the Caring for Survivors Act

The Department of Veterans Affairs has taken major steps to strengthen support for surviving spouses and families. In May 2025, VA reorganized survivor services by relocating the Office of Survivors Assistance directly under the Secretary’s office, launching a specialized “white-glove” outreach team to improve communication, and automating Dependency and Indemnity Compensation (DIC) claims processing to speed decisions. Meanwhile, the proposed Caring for Survivors Act of 2025 introduces significant benefit enhancements. The bill seeks to increase DIC payments from 43% to 55% of a 100% disability rating and reduce the 10-year eligibility rule to 5 years, potentially delivering greater financial stability for surviving spouses and families of deceased veterans.
